A public hearing is being held at 7:00 p.m. on July 7, 2010 at the City Offices at 75 East Main. A presentation and discussion will be held concerning the construction of a 1,000,000 gallon water reservoir. The hearing would allow for the adoption of a code amendment increasing the monthly culinary water rates. A loan requirement of the Board of Water Resources stipluates that each resident must receive a form which will allow you to express your support or opposition to the project. This form can be brought into the city office or mailed to one of the addresses listed on the form. The form must be returned by July 23, 2010.

The city is replacing part of the sidewalk around the City Square. The portion along 100 East is being replaced this summer. Steve Kerr Construction is the contractor for the job and the dirt and grass are being replaced as part of an Eagle Project. City Council member Jackie Orton has been the driving force behind this project. Upgrading our exisitng sidewalks is part of an on-going, long-term project and additional sidewalks will be replaced around town as funds are available.

At Wednesday’s City Council meeting Carl Leatham was appointed to fill the open city council seat. He will serve the remaining two years of this position. It became available when Thomas Bailey was sworn in as Mayor and resigned from the City Council. City ordinances prohibit an individual from holding more than one elected position at the same time. Leatham has a wide range of experiences in providing service to the community, most recently serving as a member of the Wellsville Planning Commission. Also applying for the City Council position was Nate Briggs and Paul Egbert.

Notice is hereby given by the Wellsville City Council that due to the fact that Thomas Bailey vacated his position as a councilman to be sworn in as Mayor, there is now a vacant council seat on the Wellsville City Council. Qualifications for the position are:
1. Must be a U.S. Citizen
2. Must be at least 18 years of age
3. Must be a resident of Wellsville for the previous 12 months, and
4. Must be a registered voter
The midterm vacancy will be filled persuant to Utah State Code 20A-1-510. An information application must be filled out at the City Office at 75 East Main in person before 12:00 noon on Thursday, January 28, 2010. The municipal legislative body shall fill the vacancy at its regular council meeting on Wednesday, February 3, 2010.

The public is invited to attend a special event at the City Offices. On Wednesday January 6, 2010, Thomas Bailey will be sworn-in as Wellsville Mayor, marking the first time Wellsville has had a new Mayor in twenty years. Ruth P. Maughan, current mayor, decided not to seek re-election for a fifth term this past November.
Mayor Maughan will open the meeting on January 6, and then turn the time over to City Manager Don Hartle for the swearing-in ceremony. Mayor Bailey will then take over the gavel and leadership of the city.
In addition, Ron Case and Colin Harrison will be sworn in as members of the Wellsville City Council. This will be Case’s third term on the council and Harrison’s first.
Immediately prior to being sworn-in as Mayor, Bailey will resign his seat on the City Council. One of Bailey’s first acts as Mayor will be to declare his former seat empty and call for applications to fill it. More details will be coming in the near future as to the procedures to follow if you are interested in applying for this seat. The new council member will be selected by the City Council and Mayor, and will complete the remainder of Bailey’s council term (two years).

At the city council meeting on November 18, Dianna Cannell of the CPA firm of Peterson, Allred and Jackson CPA’s presented the annual audit of Wellsville City for the year ending June 30, 2009. Ms. Cannell informed the council that she was very pleased with the audit and that Wellsville City has faired very well, especially considering the state of the economy. She stated that Wellsville did not exceed its budget for the year and that there were no findings from the audit. She also stated that the city has kept very detailed records and has wonderful supporting documentation. Mayor Maughan expressed her thanks and appreciation to Don Hartle, Leesa Cooper, and the other city employees who assisted with the audit.
Financial highlights for the year included:
–Total net assets of the city increased approximately 3% to $11,068,200.
–The total net assets of $11,068,200 is made up of $8,553,322 in capital assets net of related debt and $2,514,878 in other net assets.
–Total long-term liabilities of the City were reduced by $122,000 of principal payments.
–Business-type activites total net assists increased $14,573.
