			<content:encoded><![CDATA[<p>City Code prohibits parking on city streets between the hours of midnight and 8:00 a.m. between November 1st and April 30th. Automobiles, boats, campers, trailers, construction equipment, etc. are not to be parked on the streets. Only emergency vehicles are permitted to park on the street.</p>
<p>Garbage cans must be placed <strong>3 feet off</strong> the asphalt so snow plows can remove snow more efficiently. There is also a problem with residents pushing snow across the street, and leaving it in the road. The snow left in the street or piled along the street shoulder is very difficult for the snow plows to remove, and is causing extensive damage to the city plows. <strong>The snow plow operators have been instucted not to push these piles of snow that have been left in the road. This will result in traffic being narrowed to one lane in some areas.</strong> Your cooperation in this manner is greatly appreciated.</p>

<p>Here is the ordinance: </p>
<div><em>&#8220;Limited Winter Parking: It is unlawful for the driver of any vehicle to park any motor vehicle on any street in the city between November 1 of each year and April 30 of the following year, for a period of time longer than five (5) minutes when loading or unloading passengers and for a period of time longer than five (5) minutes when loading or unloading or delivering property between the hours of twelve o&#8217;clock (12:00) midnight and eight o&#8217;clock (8:00) A.M. This subsection shall not apply to emergency vehicles. (Ord. 2007-01, 3-21-2007)&#8221;.</em></div>

<p>The recent home fire in Wellsville should serve as a reminder to all of us to review our emergency preparedness readiness. At a minimum we should do the following:</p>
<ul>
<li>Test smoke alarm and carbon monoxide detectors monthly and replace the batteries semi-annually (when daylight savings time starts and ends is a good time to do this).</li>
<li>Ensure that your children and the elderly/infirm know how to evacuate the home quickly in an emergency, and know of alternate ways out if the usual exit path is unavailable. Have family practices on how to &#8216;get out quickly and safely&#8217;.</li>
<li>Review the recharge dates and usage instructions on your fire extinguishers.</li>
<li>Review the family &#8216;gathering&#8217; spot in case of an evacuation from the home.</li>
<li>Remind family members of the out-of-area contact person and phone number to call in case the family becomes separated.</li>
<li>Instruct family members that in the case of a fire they are not to attempt to gather personal belonging, nor should they re-enter the home after they have left it. Fire and smoke can spread quickly and wasting even a few seconds in evacuating could prove deadly.</li>
</ul>
<p> If you think this can&#8217;t happen to you, review these facts from the Centers for Disease Control and Prevention:</p>
<ul>
<li>On average in the United States in 2009, someone died in a fire every 175 minutes, and someone was injured every 31 minutes.</li>
<li>About 85% of all U.S. fire deaths in 2009 occurred in homes.</li>
<li>In 2009, fire departments responded to 377,000 home fires in the United States, which claimed the lives of 2,565 people (not including firefighters) and injured another 13,050, not including firefighters.</li>
<li>Most victims of fires die from smoke or toxic gases and not from burns.</li>
<li>Smoking is the leading cause of fire-related deaths.</li>
<li>Cooking is the primary cause of residential fires.</li>
</ul>
<p>Finally, to improve your skills in emergency preparedness, consider attending CERT (Community Emergency Response Training). Wellsville will join with Cache County next spring in offering this training. It covers all types of emergencies and could prove invaluable to you and your family.</p>

Wellsville City is joining with the Cache County Sheriff&#8217;s Office and the Cache County Emergency Response Team (CERT) Council to offer an 8-week course for people interested in learning how to take care of themselves, their families, and their communities in an emergency.</p>
<p>There is no fee for the course, however training material and supplies (manual, ID card, instruction materials, and basic CERT kit) will cost approximately $48.00. Wellsville City will reimburse $30.00 to city residents who successfully complete this course (requires attending all 8 classes). For more information contact City Council member Ron Case at 245-4021. Pre-registration is required.</p>
<p>Dates: Thursdays beginning September 2,<br />
Time: 6:30 p.m. Each class lasts for aproximately 2-1/2 hours.<br />
Location: Cache County Sheriffs Office, 1225 West Valley View Highway, Logan. <br />
Ages: 18 years and older</p>

<p>View the Horse Parade down Wellsville&#8217;s Main Street starting at 10:30 am and then look over the western displays and crafts. Plenty of good food will be available for purchase, and there will be lots of free entertainment. In addition, a prize drawing will be held for a one-night stay and a one-hour horse ride for 2 at Beaver Creek Lodge up beautiful Logan Canyon. A fun, open mic for music and poetry reading will be available from 5:00 &#8211; 6:30 pm.</p>

			<content:encoded><![CDATA[<p>A public hearing is being held at 7:00 p.m. on July 7, 2010 at the City Offices at 75 East Main. A presentation and discussion will be held concerning the construction of a 1,000,000 gallon water reservoir. The hearing would allow for the adoption of a code amendment increasing the monthly culinary water rates. A loan requirement of the Board of Water Resources stipluates that each resident must receive a form which will allow you to express your support or opposition to the project. This form can be brought into the city office or mailed to one of the addresses listed on the form. The form must be returned by July 23, 2010.</p>
<p>A copy of the form was included in July water billing. <a href="http://www.wellsvillecity.com/wp-content/uploads/WaterBoardComments.pdf" target="_blank">A copy can also be downloaded here</a>.</p>

			<content:encoded><![CDATA[<p>Construction has begun on the walking trail around the Wellsville Dam. This is a significant event as the trail marks the beginning of the end of a process that began nearly 9 years ago.</p>

<p>During this time many improvements have been made at the Wellsville Dam. They include:</p>
<p>* Adoption of a Parks and Trails Master Plan* The Children&#8217;s Park and playground equipment<br />
* Reseeding of the lawn around the playground<br />
* Trees and Benches donated by our citizens<br />
* Improvements to the ball field (moving and upgrading the batting cages, new dugout coverings, refinishing the spectator benches)<br />
* Cleanup of the stream and covering of the canal<br />
* Converting the volleyball pit from sand to grass<br />
* Changing the Dam to a Community Fishery and opening it to year-round fishing<br />
* Working with the DWR to reduce the non-native weeds and plants illegally introduced into the dam<br />
* Realigning and enlarging of the parking lot</p>

<p>No funds from property taxes were used to pay for these improvements. Instead monies came from grants, RAPZ tax, citizen donations (of both time and money) and many Eagle Scout projects.</p>
<p>Special thanks goes to Mayors Thomas Bailey and Ruth Maughan, members of the current City Council (especially council member Gary Bates who has overseen much of this project), former council members Dick Wells, Marcene Parker, Lynn Cooper, and Kent Brenchley, members of the Parks and Recreation Committee, generous Wellsville citizens, and many talented Eagle Scout candidates, their parents and leaders.</p>
